The Marquess of Salisbury has had before him your letter of the 17th instant in which was transmitted copy of a despatch from the Governor of Hong Kong, suggesting certain amendments of procedure as regards the rendition of Chinese fugitives from justice, and I am directed by His Lordship to request you to inform Mr. Secretary Chamberlain that subject to the safeguards and limitations suggested by the Colonial Attorney General and approved by the Hong Kong Government, His Lordship sees no objection to the course proposed.
